On behalf of the Topical Chairs, Organizing Committee and Program Committees, it is my great pleasure to welcome you to the IEEE Photonics Society Summer Topicals 2009.

The Photonics Society Winter and Summer Topicals Series have established themselves not only as a prime conference for discussing research and industry hot topics and networking with the technology leaders, but are also at the forefront when it comes to novel and exciting conference topics.

I would like to once again use this opportunity to point out the philosophy of the Topical series, which can be summarized in a single sentence:

The IEEE Photonics Society Topicals serve as breeding ground,
where experts launch the conferences of tomorrow!

This means that it is Your conference. Step up, propose and organize a Topical with your fellow colleagues with the help of a professional Society. Bring your ideas and visions to reality as the IEEE Photonics Society Topicals are the perfect “breeding ground” for unique, visionary, cross-discipline, and cutting edge topics.

I would like to thank this years Topic Chairs and Committee members who have stepped up and brought their conference ideas into the Topicals, by inviting speakers, selecting papers, and arranging their respective sessions.

I would also like to express my sincere appreciation to the Photonics Society staff who professionally organized this years Summer Topicals.

Last but not least, I would like to extend my thanks to the invited and contributed speakers, as well as the participants for maintaining the high quality and success of this conference.
